As the Kyowakai syndicate installs a fresh command structure, Himuro (Yasukaze Motomiya) takes the helm as the organization’s fourth chairman while his trusted second-in-command Tamura (Yoshiyuki Yamaguchi) steps into the Wakagashira role. Following the territorial merger that absorbs the Keihin Rengokai, its exiled boss Sunaga (Masataka Naruse) earns a promotion to shateigashira. But the power shift sparks immediate danger when Sunaga flags escalating turf wars driven by Chinese criminal elements flooding Yokohama’s streets. Chaos escalates when veteran underworld figure Sakagami vanishes after being snatched by a foreign cartel. Vowing brotherly loyalty, Himuro and Tamura launch a high-risk extraction operation to breach enemy strongholds and pull their captured mentor to safety. At the same time, community violence ignites when rival Chinese crews battle a hardline nationalist homeowner over a disputed residential complex. The clash turns lethal when café worker Han is fatally stabbed during the crossfire. Adding insult to injury, the property’s new management forces the eatery to shut down permanently. Bound by a strict yakuza honor code that demands shielding innocent civilians from gang violence, the Kyowakai leadership initiates a shadow investigation that ultimately exposes the Makino Group as the ruthless architects behind every coordinated attack.
